All over itching! Help!

I itch all over! Not just my belly, which makes sense. It's mostly my legs. Like, wake me in the middle of the night itchy. I want to scratch my skin off. It seems to only bother me bad in the evening. And by 9pm, I have what looks like hives all over my legs. Obgyn sent me to dermatologist, who didn't see any redness so he suggested Benadryl and hydrocortisone cream. But this is ridiculous!! Can anyone help me??
