Boy diapering question

Starting yesterday DS has red marks on either side of his balls and the neighboring thigh. I imagine it's from him kicking his legs a lot, especially if he's wet. My question is will diaper rash cream help this? I feel like baby powder would help more as it would keep the area dry. Is it ok to use as long as I make sure none gets in the air by squirting it into a tissue and dabing him with it? FWIW we use cloth diapers and he gets 10 to 12 changes a day so he isn't in wet ones long. Normally I would ask google but I fear the results I would get for "ball rash".
