Not so good with tummy time

DS is really struggling with tummy time and I'm getting a little concerned... I try to make him spend time on his tummy every day, either on his playmat or propped up on my nursing pillow, but he doesn't seem to be a fan... He kicks his legs a lot, barely lifts his head and either starts crying, or licking the playmat !...

Any ideas or suggestions on how to make tummy time more fun for him? Tips to get his cute little melon up?
