OK, new question...for me anyway

A few of you recommended that I change LO's bedtime in the hopes that she would sleep better.  My question is HOW?  I've tried putting her down for the night at 7 or so, but she doesn't seem to get the memo and treats it like a nap.  She wakes up an hour or two later, wide awake and ready to play.  I've tried to do it incrementally too, by backing up bedtime by half an hour or so, but again, she doesn't seem to get it.

She doesn't sleep that great anyway...she goes down at 11, wakes at 12, back down usually by a few minutes after 12 but sometimes as late as 1:30, then up again around 4 for a quick feeding, then again around 7:30, then is finally up for the day around 9.  I am SO tired!!!!  How do I get these long stretches the rest of you are enjoying?

OK, so that's actually two questions, but this noob is confused.
