Question about progesterone

So yesterday was my second beta, and the nurse said all my numbers look good. When I asked about my progesterone, she told me it was 12. Now I was under the impression that that's a low number. On Saturday for my first beta, it was a 16.5 and the on call nurse said they don't worry about it until it drops below a 15. 

I don't want to question my nurse or dr, they have been wonderful and got me to this point, but I can't help but be worried. What do you guys think?
