Car seat frustration.. need help.

I have a graco my ride 65 for lo.  I wanted to keep her rear facing until 2 but I am having major issues with the seat.  First I think that the straps need to be moved up to a higher setting.  Right now the straps come out at her arm pit and then I pull them up over her shoulder.  If I move it up to the next slot then the straps would be in the top slot.  If I remember correctly the top slot is for ff only.  Even with my kid being in the 98% for height (3 months ago), doesn't it seem to early for her to be growing out of the height limits?  Could I really be screwing up the seat that bad?  I have had other moms try and help me but all of them just keep telling me to turn her around already.  Any ideas? Suggestions?  Buying a new car seat is not in the budget right now.
