Toddlers and tantrums

Do you think its all about the parenting or part of the toddlers right of passage or what?  Do you judge parents when their kiddo throws a tantrum in public?

Those of you with toddlers---what do you do when your kid throws a fit?  What in private and what in public? 

DD threw an epic fit in Target this the other day just before we checked out.  Maybe not epic when compared to all kids but epic for her.  I was so embarrassed and really just wanted to get out of there---and we did and quickly.  The minute we were outside her mood totally changed and she was fine.  She normally does not throw fits in public so just not sure exactly what is best to do in those situations really.
