It's basically advising people to have a laminated card in the diaper bag with mom's and baby's information, both contact and medical.  If there is a car accident and parent and baby become separated, the card will let emergency responders know about LO's medical history.  

Andplusalso, this website: http://www.whaleprogram.org makes emergency contact stickers that go on car seats and can also give information to emergency responders.  And for less than $10 you can get five, one for you and four for friends/relatives.
