temperature question

DD felt warm this morning and her right eye had a little bit of crust/goop.  Otherwise she is acting completely normal. Eating fine, playing, etc.  I used our digital thermometer for the first time under her arm.  Her temp was 99.6.  Given the fact that she is behaving normally, I'm not going to call the dr. but I was wondering if that is a fever for an under arm reading.
