I need advice (Dog related)

Here is the Senario:

Lady A walking her dog on a leash and see's 2 dogs running loose down the street so stops and waits for the owners to get the 2 dogs and put them away before she continues to walk her dog. As lady A continues on her walk she comes around the corner by Lady B's house where Lady B opens the door and a Black Lab (puppy but not little puppy) runs out of the house, out of the yard, toward Lady A and her dog.

As the black lab runs toward lady A walking in the street with her dog (American Bulldog) the bulldog bites the black lab in the butt and the black lab runs back home.

Lady B takes black lab into the vet where the lab gets 2 stiches in butt. Lady B stops over to Lady A's house the next day with a very rude man demanding that Lady A pay the entire vet bill of $427 ASAP or he will call the cops and take Lady A to court.

Lady A offers to pay half as she feels bad for the lab...but the man wants it paid in full.

Who pays the bill?
