Prepping Question

I have 24 hemp doublers that I've been prepping today.  They have a layer of hemp and a layer of fleece sewn on top.  I've washed and dried 6 times on hot with no detergent.  This is following the directions they came with.  

When I run them under a very low flowing tap the water just beads up and runs off the fleece side.  If I run it on the hemp side it absorbs right away.  Is this normal?  I know the fleece side goes on baby's bottom... so it seems like it should soak water up too, right?
