Stink

I am sure this has been asked before, but when I read through the posts I couldn't find an answer.  We have been using cloth for 3 months.  In the last 2 days I have noticed a very strong ammonia smell when I change soiled  diapers.  I do not smell it when I take the wet diapers out of the laundry.  Our routine is store in dry pail, wash every 2-3 days, Cold rinse, hot wash, double cold rinse.  We use Nellie's Detergent.  Our town has notoriously hard water, but we have a softener although I am not always certain it does a great job.  Any thoughts or suggestions.TIA
